01Where it sits

Strategic Context Orchestrator: context before analysis

A relevant issue is not automatically an interpretable one. Without context, one news item looks much like another, even when the consequences for an institution differ sharply. This module assembles that context: how an issue relates to the institution's mandate and programmes, which actors are involved, which regions it touches, and when it emerged.

It receives the output of the Relevant Issues Filtering Engine and works at the same stage, then hands the contextualised issues to Narrative Event Detection at stage 02 (Analytics & Insight). Narrative detection and insight composition therefore run on a coherent picture rather than on disconnected fragments of coverage.

What does the Strategic Context Orchestrator do?

It places relevant issues in strategic context: how they relate to an institution's mandate and programmes, which actors are involved, which regions are affected, and when they emerged. It sits at stage 01 (Monitoring & Filtering) and runs directly after the Relevant Issues Filtering Engine.

Why is context needed before narrative analysis?

Narrative Event Detection and Strategic Insight Composer work better on issues whose position is already clear. Context prevents a minor news item from reading as a major threat, or the reverse, so that stage 02 starts from a proportionate picture.

Does this module replace analyst judgement?

No. It prepares the material and the structure of the context, while the final assessment stays with analysts and leadership. Its role is to reduce the work of gathering and connecting data, not to replace human judgement. The context is prepared for people to judge, not to decide in their place.
