NIRES (National Information Resilience Enhancement System) is a media monitoring and response platform from PT Artha Solusi Indonesia. It monitors 3,000+ online media outlets and five social media platforms, then turns what it finds into a coordinated response and measurable impact. Monitoring, analysis, activation and evaluation run in one architecture and one operational cycle.

NIRES is built by PT Artha Solusi Indonesia (ASI), a Jakarta-based technology integrator for critical infrastructure. Alongside its products, ASI works in four practice areas: critical network and infrastructure integration, command center and operations monitoring, private network and smart field connectivity, and cyber security and OSINT enablement.

NIRES monitors more than 3,000 online media outlets and five social media platforms. Within that coverage it monitors, filters and analyzes issues, trends, key actors, sentiment and geographic distribution in real time. Everything is stored in the NIRES Media Monitoring Database, the source of record for every later stage of the pipeline.

The four pillars are Monitoring & Filtering, Analytics & Insight, Activation & Execution, and Impact Evaluation. Together they form one operational cycle: massive data streams are filtered into relevant signals, shaped into a complete narrative picture, acted on with context and precision, then measured and fed back to sharpen the next cycle.

Starting from the NIRES Media Monitoring Database, eleven modules run across five stages: Monitoring & Filtering (M1–M2), Analytics & Insight (M3–M5), Strategy & Action (M6–M7), Activation & Execution (M8–M9) and Impact Evaluation (M10–M11). Insights and results are fed back into the database through a continuous feedback loop.

NIRES is built for institutions judged on the accuracy and timeliness of their public communication: government institutions, state-owned enterprises (BUMN), large corporations and their public relations (humas) teams. As media monitoring software in Indonesia, it serves the sectors ASI works in: government, energy and mining, banking and finance, and manufacturing.

Activation is used for official institutional communication: publishing releases and information through up to 300 online news outlets and the institution's own managed accounts on five social platforms. Every activity passes through role-based access control and multi-tier approval, so content is published only after authorized people have reviewed and approved it.

NIRES provides an integrated dashboard with interface customization, an API Connector, role-based access control (RBAC) and multi-tier approval. Each user sees and does only what their role allows, and key actions pass through several levels of approval. The dashboard brings monitoring, narrative analysis, task assignment and impact evaluation into one view.

The Impact Evaluation stage consists of Digital Sentiment Assessment and Media Impact Assessment. Together they measure the effectiveness of media activities through metrics, trends, comparisons and AI-powered executive summaries. Results are fed back into the database, so each operation becomes learning that raises the effectiveness of the next cycle.
