Narrative Event Detection: reading where a narrative is going

An issue rarely appears as a single news item. It moves: it travels from one channel to another, changes shape, and clusters around particular events. This module reads that movement with AI/LLM and marks the narrative developments and the events that accompany them, so a team sees not only how much an issue is being discussed but what is taking shape behind it.

The module sits at the start of stage 02 (Analytics & Insight) and receives contextualised issues from the Strategic Context Orchestrator at stage 01. Its output is used by the Strategic Insight Composer to build a complete picture, and by Trend & Escalation Assessment to judge direction and escalation potential.
